CBE FinTech Regulatory Sandbox Framework

The Central Bank of Egypt (CBE) established its FinTech Regulatory Sandbox in May 2019 to provide a controlled, live testing environment in which fintech innovators can trial new business models and financial solutions that cannot readily be accommodated under the existing regulatory framework. It is a cornerstone of Egypt's fintech strategy and supports the country's broader financial-inclusion and cashless-economy objectives. The sandbox framework allows innovative fintech providers, whether established institutions or new entrants, to test proposed solutions in a live but relaxed regulatory environment for a limited period, according to a pre-agreed testing scenario and defined parameters. Applicants are assessed against eligibility criteria centred on genuine innovation, consumer or market benefit and the need for the sandbox, and admitted cohorts have typically been organised around specific themes (such as digital payments, alternative finance and emerging technologies). During testing, participants operate under tailored conditions, including limits on customer numbers, transaction values and scope, together with consumer-protection safeguards, data-protection measures and risk-management and exit arrangements. The standard experimentation period is around six months, extendable up to twelve months depending on the nature of the solution. The CBE supervises tests, gathers data and evaluates outcomes; successful participants can use the results to pursue the appropriate authorisation or to inform the development of regulation, while unsuccessful or non-compliant tests are exited. By offering a structured route for innovation to reach the market under supervision, and by embedding compliance early in the fintech lifecycle, the sandbox shapes how new digital financial services are developed and brought to market in Egypt. It now operates alongside the CBE's post-Law 194 licensing framework.
