Guinea's Feuille de route nationale de l'intelligence artificielle 2026-2035 (National AI Roadmap) is the country's first structured national framework for the development, governance and deployment of artificial intelligence over a ten-year horizon. Its validation was announced on 20 December 2025 by the Ministry of Posts, Telecommunications and the Digital Economy (Ministère des Postes, des Télécommunications et de l'Économie Numérique), following a workshop held on 19 December 2025 with the United Nations Development Programme (UNDP). It is an aspirational policy and roadmap instrument, not binding law: it defines a framework and phased actions rather than creating enforceable legal obligations. The dates recorded here reflect validation/adoption in December 2025, not legislative enactment; no AI-specific statute had been enacted in Guinea as at this draft. The roadmap is built on the conclusions of the AI Landscape Assessment (AILA) methodology, a UNDP-supported diagnostic of the country's readiness to adopt and govern AI. Guinea is reported to be the first French-speaking country to adopt the AILA approach, following a national assessment workshop held in Conakry in October 2025 that convened public authorities, the private sector, universities and civil society. The strategy is structured around three phases. The first aims to put in place the institutional, regulatory and technical foundations necessary for the emergence of AI. The second provides for the progressive integration of AI solutions into public services. The third seeks to position Guinea as a regional reference for responsible and strategic uses of AI. The roadmap is anchored in clear guiding principles, transparency, accountability, inclusion, respect for human rights and digital sovereignty, and is framed as part of Guinea's broader digital transformation and economic development agenda, which also features a business-focused 'AI Xcelerate' adoption programme and a forthcoming national strategy to better valorise public data.
