Maroc IA 2030, National Artificial Intelligence Roadmap ("AI Made in Morocco")

"Maroc IA 2030" (also branded "AI Made in Morocco") is Morocco's national artificial intelligence roadmap, presented on 12 January 2026 in Rabat at a high-level institutional event organised by the Ministry of Digital Transition and Administrative Reform and announced by Minister Delegate Amal El Fallah-Seghrouchni. It is a non-binding strategy and roadmap rather than enacted law: it translates the conclusions of the July 2025 National Artificial Intelligence Conference into an operational framework and sits within the broader Digital Morocco 2030 strategy launched in 2024. The document is aspirational, setting policy direction, governance intentions and quantified economic targets without itself creating binding legal obligations. Its stated vision positions AI as a pillar of national sovereignty, inclusive economic development and regional leadership. The roadmap is structured around five strategic pillars: technological sovereignty; citizen trust; large-scale capacity development; promotion of endogenous (home-grown) innovation; and territorial equity, ensuring AI development reaches Morocco's regions rather than concentrating in the largest cities. On economic ambition, the initiative targets a contribution of around 100 billion dirhams (approximately US$10 billion) to GDP by 2030, the creation of roughly 50,000 AI-related jobs, and the training of 200,000 graduates in AI skills. On governance and enabling infrastructure, the strategy proposes sovereign 'national assets' including a National Data Factory to structure and govern public-sector data, a National Software Forge to pool government-developed algorithms and AI components, and sovereign cloud infrastructure. It is supported by the Jazari Institutes network, a distributed architecture of regional centres of excellence launched in July 2025 with a coordinating hub (Jazari Root) in Rabat. Morocco was among the first countries to pilot implementation of the UNESCO Recommendation on the Ethics of Artificial Intelligence, and the roadmap frames responsible and ethical AI governance as part of its 'trust' pillar. The roadmap does not itself establish a regulator; a separate legislative proposal to create a National Agency for Artificial Intelligence is tracked as a distinct instrument.
