Estratégia Nacional de Inteligência Artificial (ENIA), Proposta (Draft National Artificial Intelligence Strategy)

This is a first-draft, aspirational and non-binding strategy released for public consultation, not legislation and not yet adopted. It is led by the National Institute of Information and Communication Technologies (INTIC) and was unveiled by INTIC chairman Lourino Chemane at the ITU 'AI for Good' workshop in Kenya in May 2026. INTIC published the first version of the National Artificial Intelligence Strategy (Estratégia Nacional de Inteligência Artificial, ENIA) on its official portal in both editable Word and PDF formats and opened a public consultation running from 4 May to 4 June 2026; the recorded dates reflect publication of the draft for consultation, not legislative enactment. INTIC has indicated the strategy is in its final drafting phase, with provincial workshops and stakeholder engagement underway, and that the technical component is expected to be finalised by June 2026 before submission to the Council of Ministers for approval. The draft's stated vision is to align Mozambique with global digital transformation trends and to position AI as a driver of innovation, productivity, better public-service delivery and economic growth. Priority sectors include education, health, agriculture, energy, finance, climate change and digital public services, with regulatory sandboxes positioned as a key mechanism for safe, evidence-based policy formulation in each sector. The initiative is supported by international partners including UNESCO, the ITU, the European Union, the African Union and the World Bank. On governance, Mozambique has separately established a National Commission for Artificial Intelligence by decree, and the country already has a Cyber Security Act, a Cybercrimes Act, and data-centre and cloud-computing regulations that form part of the surrounding framework; no existing statutory AI regulator is linked here. Anticipated follow-up is explicit: finalisation of the technical text, completion of the consultation, and submission to the Council of Ministers, after which an adopted strategy (and potentially implementing measures) would follow. As a draft under consultation, the document has no binding force.
