Notice (Aviso) No. 1/GBM/2026 approves the Regulation of the Instant Payment System of Mozambique (Sistema de Pagamentos Instantâneos de Moçambique, or SPIM). Issued by the Banco de Moçambique under the competencies conferred by the National Payment System Law (Law 2/2008 of 27 February), it came into effect on 2 March 2026 and is the instrument that establishes and governs Mozambique's national instant-payments infrastructure. The SPIM is an electronic payment mechanism designed to perform settlements that make funds immediately available to the beneficiary; it operates 24 hours a day, 7 days a week, including weekends and public holidays, and requires that funds be made available to the beneficiary within 25 seconds of the transfer instruction. The Regulation defines the system's governance and the categories of participants, which include the managing entity, credit institutions, payment service providers, and other entities authorised by the Banco de Moçambique. To promote interoperability and financial inclusion, participation is mandatory for Electronic Money Institutions (IMEs) and for certain credit institutions, specifically those with at least five thousand customers or active bank accounts, or whose annual transfer volume equals or exceeds ten thousand transactions. The Regulation sets the operational rules of the system, including processing and settlement arrangements, availability and performance standards, participant obligations, risk management and security requirements, and the rights and protections of users. It supports the central bank's broader financial-inclusion measures, including the exemption of fees on certain transactions between banks and mobile wallets. As a recent, in-force instrument grounded in the umbrella National Payment System Law, Notice 1/GBM/2026 is a central piece of Mozambique's fintech and digital-payments framework, enabling real-time account-to-account and wallet-to-wallet transfers across the market.
