This is an adopted government policy, not enacted legislation; references to it being "enacted" should be read as "adopted." Rwanda's National AI Policy was approved by Cabinet on 20 April 2023, making Rwanda one of the first African countries to adopt a comprehensive national AI policy. It was developed by the Ministry of ICT and Innovation (MINICT) in collaboration with the Rwanda Utilities Regulatory Authority (RURA), GIZ FAIR Forward, the Centre for the Fourth Industrial Revolution Rwanda (C4IR) and The Future Society. Although Cabinet-approved government policy, it is not binding legislation and does not itself impose enforceable obligations on AI developers or deployers; it is a strategic and ethical framework guiding Rwanda's responsible AI development and adoption. The policy's vision is for Rwanda to become a global centre of excellence for AI research and innovation, leveraging AI to power economic growth, improve quality of life and position Rwanda as a global innovator for responsible and inclusive AI. It is organised around six priority policy areas grouped as enablers, accelerators and a safeguard: the enablers are (1) 21st-century skills and high AI literacy, (2) reliable infrastructure and compute capacity, and (3) a robust enabling strategy; the accelerators are (4) trustworthy AI adoption in the public sector and (5) widely beneficial AI adoption in the private sector; and the safeguard is (6) practical ethical guidelines for AI. On governance and implementation, the policy recommends establishing a Responsible AI Office within MINICT during the first year to coordinate the policy's implementation plan and monitoring. It addresses data governance, infrastructure, skills, sectoral adoption and ethics, and cross-references Rwanda's data protection regime (Law No. 058/2021 relating to the protection of personal data and privacy) as the legal foundation for data used in AI systems. Rwanda has been notably active on AI at the continental level, including hosting the Global AI Summit on Africa in 2025. Readers should treat this as adopted government policy that sets binding-on-government direction and priorities but does not create generally enforceable legal duties; concrete obligations depend on subsequent regulation or legislation.
