Regulation N° 41/2022 of 13/04/2022 governing the Regulatory Sandbox, issued by the National Bank of Rwanda (BNR), establishes a formal regulatory sandbox enabling fintechs and other innovators to test innovative financial products, services and business models in a live environment with real customers under BNR supervision and within defined safeguards. It is a central pillar of Rwanda's strategy to position itself as a fintech and financial-services hub and to foster innovation that improves the quality, access and usage of financial services while managing risk. The Regulation applies to applicants, whether existing BNR licensees or new entrants, proposing genuinely innovative financial solutions within the BNR's regulatory remit. It sets eligibility criteria (such as genuine innovation, consumer or financial-system benefit, and readiness to test), and prescribes the application, evaluation, testing and exit process. Admitted participants operate under tailored test parameters, including limits on customer numbers, transaction values and the duration of testing, together with consumer-protection safeguards, risk-management requirements, data-protection measures and clear exit and redress arrangements. The BNR may grant time-bound, conditional regulatory relief to allow testing while retaining oversight, and monitors tests, collects data and evaluates outcomes. Successful participants may exit the sandbox and apply for the appropriate full licence or authorisation, creating a structured pathway from experimentation to regulated operation; unsuccessful or non-compliant tests are wound down. The Regulation has supported successive cohorts of fintech firms. By providing a controlled route for innovation to reach the market under supervision, it shapes how new digital financial services enter Rwanda's regulated environment.
